International travelers can get cheap flights to Tachikawa through Heneda Airport in Tokyo and then take local transport to get to the city. Several car rental companies can be found at the airport if you want to book for a private vehicle. The area though is directly served by Tachikawa JR train station and using this form of transportation is more affordable. Domestic cheap flights to Tachikawa from Tokyo and other major places in Japan are also possible via Heneda Airport.
